A Tale of Two Cities, a report developed in 2007 for the Philadelphia Workforce Investment Board, has found a national audience on IssueLab.org, a nonprofit, research sharing website. Included in IssueLab's monthly CloseUp feature, A Tale of Two Cities was also selected as a staff pick, and one of the site's most frequently downloaded titles.
